The Pro-Fubara Rivers State House of Assembly (RSHA),has on Monday screened and confirmed Bar. Emmanuel Frank-Fubara as a Commissioner-designate.
The Lawmakers led by the Speaker,Victor Oko-Jumbo, during a sitting of the house in Port Harcourt,screened and confirmed the Commissioner designate.
The Speaker Victor Oko-Jumbo said that the screening and confirmation was done following a letter sent by Gov. Siminalayi Fubara to the speaker, requesting that the house confirm Bar. Frank-Fubara as a Commissioner to serve in the State Executive Council.
Oko-Jumbo reading the letter during the plenary said that Gov.Fubara sent the request in pursuant to Section 192 of the 1999 Constitution as amended, requesting that the nominee be confirmed for swearing in into the State Executive Council.
However, the clerk of the house has been directed to communicate the confirmation of the commissioner-designate to the state Governor,Siminalayi Fubara for possible swearing in as member of the State Executive Council.
Bar. Frank-Fubara during his screening explained that he hails from Abonnema Town in Akuku-Toru Local Government Area.
He added that he had been in legal practice for 26 years after been called to bar in 1998,managing his private legal chamber in Port Harcourt.
Frank-Fubara having served on several boards and committees in the public sector, said that he would bring in a wealth of experience to his new appointment, if confirmed and sworn-in.
Frank-Fubara stated that he would discharge his duties creditably with unalloyed commitment.
The lawmakers during the plenary opened debate on two bills: one on the Rivers State Emergency Management Agency bill, 2024; and the Rivers State Transport Company reform bill, 2024.
The bills were passed through a second reading, and committed to committee stage to allow for further detailed examination with instruction to conduct public hearing and report the outcome to the House in the next two weeks.
